Adaptive Use Ordinance Created A Robust Residential Neighborhood In Los Angeles Financial District

655 South Hope Street In DTLA Financial District

The Financial District contains some of the city’s tallest skyscrapers, and other significant destinations and buildings, including Los Angeles Public Library, MCI Center, Aon Center, City National Bank Plaza, Figueroa at Wilshire, Citigroup Center, 611 Place, 7+Fig Shopping Center and the Millennium Biltmore Hotel. The Financial District is also home to the 7th St/Metro Center station, which is served by the Metro Rail Red Line and Blue Line.

Over the past couple of decades, the neighborhood has undergone a major revival, thanks in part to the introduction of the Adaptive Reuse Ordinance in 1999.  First targeted at downtown Los Angeles, and extended to other areas in the city in 2003, the ordinance made it easier, cheaper and faster for “older and historic” commercial buildings to be converted into lofts and apartments.
It resulted in the creation of thousands of housing units in downtown and a rush of people moving back to the area. In 2008 DTLA had a population of 34,811. In 2013 estimates put the residential population at 58,000 along with 500,000 jobs. Downtown is not just coming back, it has set a whole new paradigm.

Is the Arts District part of Downtown Los Angeles?

Over the last 45 years that I’ve been passing through Downtown L.A., perceptions of the neighborhood have changed as the area itself has improved.

Arts District sign

Some prospective home buyers and renters consider the Arts District to be different or separate from Downtown LA, but the Arts District is actually very much part of Downtown. In fact, it’s a very important part. #artsdistrict #lofts

The Arts District is the neighborhood on the eastern edge of Downtown Los Angeles, Los Angeles, California, United States. According to Wikipedia, the gritty area has given new life to old industrial buildings whose history often dates to the early 20th century. While the creative spot has lower buildings, typically under 12 stories, that is now changing.  The planning commission just signed off on a much taller tower for 520 Mateo in the Arts District, right across the street from Molino Lofts and the coming new At Mateo shopping center. “Thirty-five stories in the Arts District, well it’s a first,” said commissioner Dana Perlman. But it won’t be the tallest for long.  Developer Sun Cal is planning a massive new complex at Sixth and Alameda streets that will be anchored by twin 58-story towers, according to LACurbed.

After these two developments are complete, it will be a bit more obvious that the Arts District is very much part of DTLA. #downtownlosangeles
